Facebook ads getting clicks but no sales? Fix these in order

Why Facebook and Instagram ads get clicks but no sales, and a step-by-step order of fixes: tracking, offer, landing page, audience, creative, budget.

Overview

The short answer

When Facebook and Instagram ads get clicks but no sales, the cause is almost always one of six things, and they should be checked in a fixed order: tracking, offer, landing page, audience signal, creative, then budget and bidding. Most advertisers start with the audience and the creative because those are the easiest to change inside Ads Manager, and that is why the problem persists. This guide gives you the diagnostic order, what to look for at each step, and the typical ranges that tell you whether a step is actually the problem.

First, decide whether you have enough data to conclude anything

Growth & Digital · 2022

A campaign with $60 of spend and no purchases has not failed; it has not started. Meta's delivery system needs roughly 50 optimization events per ad set per week to leave the learning phase, and your judgment needs a similar floor.

Use this rule: spend at least two to three times your target cost per purchase on a single ad set before you call it broken. If you sell a $60 product and would be happy at a $30 cost per purchase, you need around $60 to $90 through an ad set, with no edits, before zero sales means anything.

If you have crossed that line and still have nothing, work down the list below.

02 / 10

Step 1: Confirm the sales are not happening (tracking)

Growth & Digital · 2022

Before fixing the funnel, confirm the funnel is being measured. A large share of "no conversions" accounts are converting and not reporting it.

  • Open Events Manager and check the Purchase event is firing with a value and currency. Test a real order on your own store and watch it appear.
  • Confirm the Conversions API (server-side) is live alongside the browser pixel. Since the iOS privacy changes, browser-only tracking in the US can miss a meaningful share of purchases, and Meta's delivery system then optimizes toward the people it can see rather than the people who buy.
  • Check event deduplication. If the pixel and CAPI both send Purchase without a shared event ID, you see double counts; if deduplication is misconfigured the other way, you see none.
  • Compare Ads Manager purchases to your store's orders for the same week. A gap of 20 to 40 percent is common and tolerable; a gap of 80 percent means a broken setup.
  • Make sure the campaign optimizes for Purchase, not Add to Cart or Landing Page View. Optimizing for an upper-funnel event produces exactly the symptom you are describing: cheap clicks, no sales.

If you fix tracking and sales appear, stop here and let the account relearn for a week before judging anything else.

Step 2: Check the offer against the price and the audience's temperature

Growth & Digital · 2022

Cold traffic from a feed is not search traffic. The person was not looking for you. For a first purchase from a stranger, the offer has to be simple enough to say in one line and low-risk enough to accept in one sitting.

Signs the offer is the problem:

  • The product is above about $150 and you are asking for a direct purchase from cold audiences with no intermediate step.
  • There is no reason to act now: no bundle, no first-order incentive, no limited run, no free shipping threshold.
  • Shipping cost or time is revealed at checkout and is worse than the big US marketplaces.
  • Returns, guarantees and payment options (including buy-now-pay-later for higher-priced items) are not visible on the page.

Fixes: lead with the single strongest benefit, state the price or price range in the ad so clicks are qualified, add a first-order incentive that protects margin (free shipping or a bundle often beats a percentage discount), and for higher-priced items consider a two-step funnel: quiz, sample, consultation or email capture, followed by retargeting.

Step 3: Audit the landing page on a phone

Growth & Digital · 2022

More than three quarters of Meta traffic in the US arrives on mobile, often from the in-app browser. Look at your page the way that person does.

Benchmarks to compare against, as typical ranges for cold paid social traffic to a US ecommerce store:

  • Landing page view to add to cart: 5 to 10 percent is healthy, under 3 percent is a page problem.
  • Add to cart to purchase: 25 to 40 percent is healthy; under 15 percent points to checkout, shipping or trust.
  • Overall paid social conversion rate: 1 to 3 percent for most categories; under 0.5 percent is a red flag.

Checklist:

  1. Speed. Largest Contentful Paint under 2.5 seconds on a mid-range Android over cellular. Compress images, remove unused apps and scripts, lazy-load below the fold.
  2. Message match. The headline, image and offer on the page are the ones in the ad. If the ad promised a bundle and the page shows a catalog, you lose them.
  3. One primary action. Buy or add to cart, visible without scrolling. No competing popups in the first five seconds.
  4. Proof near the price. Review count and rating, press or customer photos, guarantee, shipping time and returns in one glance.
  5. Form and checkout friction. Guest checkout, express wallets (Apple Pay, Google Pay, Shop Pay, PayPal), address autofill, and no account creation requirement.
  6. Accessibility basics. Tap targets, contrast and readable text sizes help every visitor and reduce ADA complaint risk.

Our conversion design work (/services/web/ux-ui-and-conversion-design) typically starts with this audit because the page is where most paid social money is lost.

Step 4: Give the algorithm a clean signal before narrowing audiences

Growth & Digital · 2022

If tracking is right and the page is sound, look at who you are reaching, but understand how 2026 targeting works. Meta's delivery system does most of the finding; your job is to give it good events and good creative, and to exclude the wrong people.

  • Exclude recent purchasers from prospecting campaigns, and exclude existing customers unless the goal is repeat purchase.
  • Separate prospecting and retargeting. Retargeting warm visitors with the same budget and creative as cold audiences inflates results and hides the fact that prospecting is not working.
  • Start broad (age, country, gender if relevant) or Advantage+ with a clear Purchase optimization. Only test interest or lookalike stacks as a controlled comparison once broad has had a fair run.
  • Check placements. If a large share of spend goes to Audience Network with near-zero purchases, exclude it.
  • Check geography. Shipping only to the lower 48? Make sure Alaska, Hawaii and territories are excluded if you cannot serve them.

Step 5: Fix the creative so it does the qualifying

Growth & Digital · 2022

Clicks without sales often means the creative attracts curiosity rather than buyers. The fix is not prettier ads; it is more specific ones.

  • Say who the product is for and what it costs or roughly costs. Fewer clicks, better clicks.
  • Lead with the problem the buyer recognizes, then the product, then proof, in the first three seconds of video or the first frame of a static.
  • Use real product in use, real customers, real text on screen. Polished brand films tend to underperform in direct response.
  • Run at least three to five distinct concepts, not five crops of one idea. Give each enough spend to reach roughly a quarter of your target cost per purchase before reading results.
  • Refresh concepts every two to four weeks at meaningful budgets. Frequency above 3 to 4 on cold audiences within a week usually means fatigue.
  • Comply with FTC endorsement rules: customer and creator testimonials need clear disclosure, and claims need substantiation. This also protects your ad account.

Step 6: Budget, bidding and structure

Growth & Digital · 2022

Only now adjust the mechanics.

  • Consolidate. Many small ad sets split your events and keep everything in learning. Fewer ad sets with more budget each learn faster.
  • Use Advantage campaign budget with a sensible daily amount, generally at least five to ten times your target cost per purchase per day, so the system can exit learning.
  • Avoid cost caps until you have stable results. A cap set below what the account has achieved simply throttles delivery.
  • Make one change at a time and give it three to five days. Log every change with a date.

Mistakes that keep ads from converting

Growth & Digital · 2022

  • Judging on clicks and click-through rate instead of landing page views, add-to-cart rate and cost per purchase.
  • Resetting learning every day by editing budgets and audiences.
  • Sending paid social traffic to the homepage or a collection page.
  • Running a discount so deep that every sale loses money, then calling the channel profitable.
  • Ignoring the comments on ads, which often tell you exactly what the objection is.

How Sigma Extreme approaches this

Growth & Digital · 2022

We diagnose in the order above because it is the order of leverage, and we treat the ad account, the store and the creative as one system rather than three vendors. In discovery we audit tracking (pixel, Conversions API, deduplication, event match quality), walk the mobile funnel, and benchmark each step against typical ranges for your category. In planning we agree the target cost per purchase and the two or three fixes most likely to move it. In build we repair measurement, redesign the landing experience, and produce a structured set of creative concepts built to qualify buyers, not just earn clicks. In improve we run a fixed testing cadence, one change at a time, and report on contribution margin rather than platform ROAS. The paid media side is at /services/growth/performance-marketing and the store side at /services/growth/ecommerce-growth.

How we've done it before

Growth & Digital · 2022

Our Ecommerce Growth System is the representative engagement for this problem: store, creative, paid media and commercial reporting run as one loop rather than in silos. The pattern is that paid social results improved when the landing experience and measurement were fixed alongside the ads, and when creative was produced on a schedule tied to what the account was learning.

FAQ

Frequently asked

How many clicks should I get before deciding my Facebook ads are not converting?

Judge by spend relative to your expected cost per purchase, not by clicks. If you expect a $40 cost per purchase, you need roughly two to three times that, so $80 to $120, through one ad set before you can say it is not working. Below that, zero sales is noise as often as it is a signal.

Is a high click-through rate with no sales a targeting problem or a landing page problem?

Usually a landing page or offer problem. A high click-through rate means the ad is interesting; no sales means the page did not deliver on the promise, loaded too slowly, or asked for too much. Check the landing page view to add-to-cart ratio before you touch the audience.

Should I turn off Advantage+ audience and go back to interest targeting?

Not as a first move. Broad and Advantage+ targeting works well when the pixel and Conversions API are sending clean purchase data and the creative does the qualifying. If your signal is broken, narrowing the audience will not fix it. Fix tracking and creative first, then test a narrower audience as a controlled experiment.

How long should I leave a new campaign before changing it?

Allow at least three to five days and about 50 optimization events per ad set per week before judging it. Editing budgets, audiences or creative resets the learning phase and makes the early data unusable. Make one change at a time and log it.
